Lilburn CID Welcomes New Board Member, Re-Elects Incumbent at Annual Caucus of Electors

Mark DeArmon joins the CID board as Arturo Adonay begins a new three-year term

Lilburn, GA June 16, 2026 – The Lilburn Community Improvement District (LCID) welcomed a new board member and re-elected an incumbent during its annual Caucus of Electors on June 10, reinforcing the leadership team guiding the district’s efforts to enhance mobility, support economic development and improve the overall quality of life for businesses, property owners and residents in the district.

Mark DeArmon, principal customer success manager at OutSystems, was elected to fill Post 1, previously held by David Freeman, a longtime board member and real estate broker at RE/MAX Center, whose years of service and support helped shape the CID’s growth and success. A lifelong Lilburn resident, DeArmon attended Camp Creek Elementary and grew up in Hanarry Estates. He is passionate about the community’s cultural diversity and has been an advocate for Old Town Lilburn’s growth for more than 15 years. In addition to serving on the LCID board, he is also a member of the Downtown Development Authority.

Board member Arturo Adonay, who holds Post 4, was re-elected to a three-year term. Adonay is a seasoned entrepreneur and commercial real estate leader who has helped develop prominent Hispanic-focused retail destinations, including Plaza Fiesta and Plaza Las Americas. He currently oversees more than 500,000 square feet of commercial property and focuses on investment, redevelopment and creating opportunities for entrepreneurs throughout the Southeast.

The LCID board meeting, also held on June 10, provided updates on several key initiatives, including the CID’s renewed landscaping and corridor cleanup efforts along U.S. 29, as well as the approval of a contract for a stormwater study that will support future infrastructure planning efforts in partnership with the City of Lilburn. The board also voted to maintain the district’s self-imposed millage rate at 5 mills for the upcoming fiscal year.
