Rockbridge Development Plan

In 2016, the Lilburn Community Improvement District (CID) undertook a master planning process for the area surrounding the BAPS Shri Swaminarayan Mandir, a cultural and architectural landmark in Gwinnett County. As the largest Hindu temple outside of India—and one of only five BAPS Mandir temples in the United States—it has quickly become Gwinnett’s top tourist destination.

The CID collaborated closely with BAPS Mandir officials, as well as city, county and state leaders and the local business community, to develop a comprehensive plan aimed at transforming the area around Rockbridge Road and Lawrenceville Highway into a vibrant destination. The vision focused on creating a welcoming and dynamic space for temple members, visitors and local residents alike.

The plan addressed several key areas, including:

  • Transportation and mobility improvements
  • Enhanced landscaping and lighting
  • Residential development planning
  • Economic development strategies

The project, which cost approximately $50,000, began in spring 2016 and was completed by fall of that same year.

This transformational effort supported the CID’s overarching goal of increasing the value of member properties. By creating an attractive, well-connected environment, the plan helped drive business to nearby retail and dining establishments and positioned the area to attract high-income residents and continued investment.
