2020 was a difficult and unpredictable year for us all. COVID-19 caused major disruptions in every community and forced most of us to pivot in ways unimaginable. Despite the uncertainty, the Lilburn CID prevailed and continued working diligently to enhance the district’s visibility, connectivity, accessibility and appearance for property owners, businesses and residents.

The CID is proud to announce the completion of its 2020 Annual Report, which highlights some of the year’s biggest accomplishments, including the beginning and completion of many safety, transportation and beautification projects. We’re also pleased to announce that the 2020 financial audit was declared a “clean audit” after being presented and accepted during the September 15 CID board member meeting.

LCID Partners Up for the Big Retail Study

Last month, the City of Lilburn, Lilburn Downtown Development Authority (Lilburn DDA) and Lilburn CID partnered to launch the three-year Big Retail Study. All three organizations are pooling resources to achieve a common goal: to attract high-quality restaurants and retail to Lilburn and grow the city’s economy.

Hiring Birmingham, Alabama-based consulting firm Retail Strategies, LLC was the partnership’s first step toward transforming the Lawrenceville Highway corridor into a bustling dining and shopping district.

“The City, DDA and CID are dividing the costs equally to hire Retail Strategies, LLC for consulting services that will include research into Lilburn’s retail trade area, in-market real estate analysis and proactive retail recruitment,” said Brian Burchik, Lilburn Community Development Administrator.

Lucky Number Seven: Continuing the Flock Safety Camera Program

In 2019, LCID and the City of Lilburn installed four license plate-reading security cameras from Flock Safety in a one-year pilot program. Last summer, installation of three additional cameras was approved, bringing the CID’s total to seven. We are thrilled with how successful the program has worked to reduce commercial burglaries and theft in the district.

A Safety Update from Lilburn Police Chief Bruce Hedley

As a Gwinnett County resident for nearly 50 years, City of Lilburn Police Chief Bruce Hedley had the honor of returning to his stomping grounds after serving 20 years with the Atlanta Police Department. Since 2011, Chief Hedley has led the Lilburn Police Department through waves of growth in Lilburn, a steadily growing city with a one-year projected growth rate of 7.3%, according to AOL.com. Chief Hedley believes the community is positioned well for growth and, from a public safety perspective, believes that crime will continue to decrease.

During his time as Chief, he reported that crime has decreased over the past 10 years, noting that in 2020, 316 part one crimes, or the most severe crimes as outlined by the Federal Bureau of Investigation, were committed in Lilburn compared to 614 part one crimes committed in 2016.

Today, the Lilburn Police Department has greatly benefitted from the installation of the Flock Safety camera system purchased by the Lilburn CID, which has a great working relationship with the police department. “We are now very confident that if a major crime is committed in the city limits of Lilburn, the solvability factors have increased exponentially,” said Chief Hedley. “We have every ingress and egress point in the city covered with our network of Flock cameras.”

As the city grows, so does the police department’s efforts to engage with the community’s youth. “This year, we transitioned from the Explorers program into our new Police Cadet Program,” stated Chief Hedley. “Our vision is to engage our youth in a very positive and meaningful way by allowing those selected to experience the challenges and rewards of a career in law enforcement.” Within the next 90 days, he hopes to have 25-30 new cadets enrolled in the program, which he believes will inspire young adults to become police officers in their community.

Feeling Lost? – Wayfinding Update

Installation of Lilburn’s new wayfinding signage has begun! You can find the newly installed “blade signs” at traffic lights at four intersections along Lawrenceville Highway, including Main Street, Indian Trail Rd., Beaver Ruin Rd. and Pleasant Hill Rd. Be on the lookout for new banners which are slated for installation this week. The CID is grateful for its partnership with the City of Lilburn for helping fund this project and Capital Signs for their hard work getting the signs up quickly.
