The Lilburn CID is excited to share important announcements regarding our Board of Directors, project updates and community. At our March 16 meeting, the Board called for a caucus of electors for a vote on two occupied board seats and one vacant board seat. Based on staggered terms, two board seats usually become available each year, but this year three seats will be elected due to Kate Woyce’s departure. On May 18, 2022, Lilburn CID will hold its next board meeting that will include the caucus of electors vote for Posts 3, 4 and 6. The Board will also set the millage rate and conduct the mandatory 6-year vote on the possible dissolution of the CID.
During the board meeting, the CID also shared that SizemoreGroup officially signed a contract to update Lilburn CID’s Livable Centers Initiative (LCI) plan and will begin public outreach through the LCI Public Advisory Group, consisting of a diverse group of property and business owners and property managers in the district. The CID is excited that the study is moving forward, with the next step being community outreach.
This month, City of Lilburn’s Mayor Tim Dunn released a thoughtful article expressing appreciation for the Lilburn CID and Downtown Development Authority. The CID is equally grateful for the opportunity to work closely with the City of Lilburn to attract new, high quality businesses to the district. You can read Mayor Dunn’s sentiments here.
Congratulations to Plaza Las Americas!
Lastly, the CID would like to congratulate Plaza Las Americas for an excellent job maintaining “the standard” of Gwinnett County. This month, Gwinnett Commission Chairwoman Nicole Love Hendrickson announced the recipients of the first-ever “Standard Bearer” Awards during her State of the County presentation. Plaza Las Americas was honored with one of three Standard Bearer Awards for its recent vaccination events and work to promote digital literacy and academic achievement in the community. Spotlight on Public Works Director Mike Helton
Following his extensive career in law enforcement and public service,Mike Heltonis already making a significant impact in his first year as the City of Lilburn’s Public Works Director. His previous careers as County Manager with Catoosa County, Interim City Manager with Fort Oglethorpe and most recently, Fort Oglethorpe Chief of Police have equally prepared him for his current position overseeing the general maintenance and appearance of the City of Lilburn. Activities carried out by the Public Works Department include maintaining intersections and basic infrastructure such as sidewalks by keeping them clean and resurfaced and ensuring traffic and pedestrian signage and lighting are in good condition.
Last summer, 2,500 tires were illegally dumped behind the Lilburn Market Center on Lawrenceville Highway, and Mike led the effort that successfully removed the eye-sore in less than a week. More recently, Mike and the Public Works staff helped clean up hazardous nails dropped at the Hillcrest Rd., Main St. and Lawrenceville Highway intersection, near a construction site. “We desire to maximize the quality of life for our citizens, and helping people to avoid getting flat tires is just one way we can help,” added Public Works Director Mike Helton.
In addition, the City of Lilburn’s Public Works Department works hand-in-hand with the Lilburn Police Department and event staff to help local events and traffic run smoothly. And as Lilburn’s population increases, the Public Works Department has its work cut out for them. However, Mike shared that the Department is preparing for Lilburn’s future and is in the process of securing the necessary resources to keep up with the expansion. Mike continues forming partnerships with the Gwinnett Department of Transportation and the Atlanta Regional Commission to acquire funding for additional and sustainable equipment.
“We want to continue to increase our capabilities with the growth as it comes,” said Public Works Director Mike Helton. “We aim to stay ahead of the residential growth and do what we can to help develop our commercial districts and attract businesses.”
New Landscape Medians Coming!
Recently, a car damaged one of the landscaped medians on Lawrenceville Highway. Russell Landscape Group proposed to upgrade that median as well as the other seven landscaped medians along Highway 29. The Board approved a contract for Russell Landscape to upgrade and maintain all these medians in the district starting this year into 2023. Look for this exciting beautification in the corridor over the coming months.
“Russell Landscape is proud to partner with the Lilburn CID, and we’re proud that everything we touch benefits the district,” said Teddy Russell, CEO of Russell Landscape Group. “With so many challenges today, we are excited to beautify the medians and hopefully make everyone’s commute easier.”

Community Spotlight: BAPS Shri Swaminarayan Mandir
Located in the heart of LCID, the BAPS Shri Swaminarayan Mandir is one of the most significant cultural landmarks and visitor attractions in the southeast. As one of only six traditional stone carved BAPS Mandirs in the United States, the campus features an exhibition of revered Hinduism tenets, a large assembly hall, family activity center and classrooms, all constructed following Hindu architectural scripture.
Featuring Italian Carrara Marble, Turkish Limestone and Indian Pink Sandstone, the Mandir totals more than 30,000 square feet on 30 acres of land. Aside from the temple’s immaculate architecture, the Mandir is well known in the community for its warmth and generosity. Visitors of all faiths are always welcome to tour the temple, participate in Hindu rituals or learn about the world’s oldest living faith — Hinduism — for free. However, the Mandir requests that visitors bring canned food items to donate as the organization regularly collects and donates food to Berkmar High School’s CARE (Community Assistance and Resource Effort) Closet serving students in need.
Since 2007, the BAPS Shri Swaminarayan Mandir has been heavily involved in community service, and significantly stepped up its efforts in response to the COVID-19 pandemic. In 2020 alone, the Mandir donated a total of $20,000 to two local medical centers, distributed face masks to area hospitals, sent care packages and food donations to families and seniors throughout the greater Atlanta area and provided hot meals to first responders. From a national standpoint, members of the BAPS Swaminarayan Sanstha Mandir in Robinsville, New Jersey have recently traveled to Poland to assist Ukrainian refugees at the border seeking shelter following Russia’s invasion.
“The Mandir has a tremendous impact on the City of Lilburn’s economy from the magnitude of visitors it attracts annually,” added Executive Director Tad Leithead. “It’s a great honor to be home to the temple, which is truly a pillar in the community. Like all Mandirs, this temple’s designs and foundation will stand the test of time over a thousand-year lifespan, which I find fascinating and promising for future generations.”
We at the Lilburn CID feel we speak for the entire community when we say that the BAPS Mandir is the cultural and charitable cornerstone here, and we look forward to growing our relationship with the temple.
LCID Landscaping and Maintenance Updates
Today, the City of Lilburn has 29 license plate-reading security cameras from Flock Safety, including 18 private Flock cameras, with seven supported by the Lilburn CID. The remaining cameras were funded by businesses or homeowners’ associations to help prevent crime in the district. The cameras have been a critical component in the success of dozens of Lilburn Police Department (LPD) investigations in the past two years. The power of the cameras is astonishing as they have helped LPD solve complicated cases and arrest burglars, carjackers, bank robbers and even kidnappers. The CID is glad to contribute to the growing number of cameras that keep Lilburn and the greater Gwinnett community safe.

Activities carried out by the Public Works Department include maintaining intersections and basic infrastructure such as sidewalks by keeping them clean and resurfaced and ensuring traffic and pedestrian signage and lighting are in good condition.
Today, the City of Lilburn has 29 license plate-reading security cameras from Flock Safety, including 18 private Flock cameras, with seven supported by the Lilburn CID. The remaining cameras were funded by businesses or homeowners’ associations to help prevent crime in the district. The cameras have been a critical component in the success of dozens of Lilburn Police Department (LPD) investigations in the past two years. The power of the cameras is astonishing as they have helped LPD solve complicated cases and arrest burglars, carjackers, bank robbers and even kidnappers. The CID is glad to contribute to the growing number of cameras that keep Lilburn and the greater Gwinnett community safe.
