Lilburn Breaks Ground for a New Roundabout and Road Improvement Project

City, county, CID and state officials break ground on the Bryson Park/Hood Road Improvement project.

Construction begins for the Bryson Park/Hood Road Realignment project to improve safety and navigability on Lawrenceville Highway

Lilburn, GA – October 26, 2023 – On October 25, 2023, the City of Lilburn held a groundbreaking ceremony for a new road improvement at Bryson Park to realign the entrance to the park with a lighted intersection at Hood Road and a roundabout that connects to Lilburn School Road. The event included addresses by representatives from the state, county and local level including David Cassell, Strategic Program Administrator, State Road & Tollway Authority; Curt Thompson, State Transportation Board Georgia Congressional District 7; Ben Ku, Gwinnett County Commissioner for District 2; Tim Dunn, mayor, City of Lilburn; Yoon-Mi Hampton, councilwoman, City of Lilburn and Tad Leithead, executive director of the Lilburn Community Improvement District (LCID).

The $4.3 million Bryson Park/Hood Road Realignment project will combine three existing intersections into a lighted, single-intersection roundabout. The completion of this project will improve visibility and safety for motorists and pedestrians, as well as improve access for vehicles with wide turning radii such as the school buses that serve the nearby Lilburn Elementary School and Lilburn Middle School.

It was a dangerous intersection,” recounted councilwoman Hampton, who is credited with first bringing the need for the new intersection to the attention of local officials. “Schoolchildren would wait for the bus [at the US-29 and Hood Road intersection] where accidents seemed to happen [almost every week].”

Representatives from all project stakeholders agree that the new roundabout’s construction is a result of cooperation and teamwork from the city, county and state level including the City of Lilburn, Gwinnett County, the Georgia Department of Transportation, The Georgia Transportation Infrastructure Bank, LCID and other state and local entities.

“The [project] was, for a long time, on the City of Lilburn’s wish list,” said Dunn.

The concept for what would eventually become the Bryson Park/Hood Road Realignment project sat dormant in the city’s documents due to a lack of adequate funding.

“Then, [the CID] said three words that changed everything: “[We] can help!” Dunn added. “Now, this project will become a salient part of the fabric of Lilburn.”

“As Gwinnett County’s population continues to grow, we must continue to be intentional about implementing infrastructure improvements that accommodate for changes in traffic flow, usage, and throughput,” Ku remarked.

After receiving a commitment of $1 million through a grant from the Georgia Transportation Infrastructure Bank and funding from the Gwinnett County Transportation Department, the city and LCID partnered with engineering firm Kimley-Horn to create a plan for the project and determine a cost.

According to Thompson and Cassell, additional funding of approximately $300,000 came in the form of a Local Maintenance and Improvement Grant (LMIG), and the CID and city procured the final $2 million.

“[The CID] is proud to work with such outstanding partners to improve safety, transit and navigability of Lilburn,” said Leithead. “We can’t create a partnership without partners.”

Ohmshiv Construction is the selected general contractor for this project, which is projected for completion in April 2025.
