Hood Road Realignment Project, Designed to Enhance Safety and Traffic Flow, Now Complete

Lilburn Community Improvement District will hold a ribbon-cutting on Sept. 23 to showcase the $4+ million project designed to boost accessibility along Lawrenceville Highway

Lilburn, GA September 17, 2025 Two years ago, the City of Lilburn, in partnership with the Lilburn Community Improvement District broke ground on a $4.3 million investment to realign Hood Road – transforming three intersections into a single, lighted roundabout designed to improve visibility, reduce congestion and create a safer, more efficient route for drivers and pedestrians along Lawrenceville Highway. That project is now complete, and the LCID will officially cut the ribbon at Bryson Park on September 23 at 10 a.m. to celebrate.

The event will feature remarks from the organizations that worked together to fund this project, including Nicole Love Hendrickson, Chairwoman, Gwinnett County Commission; David Cassell, Strategic Programs Administrator, State Road and Tollway Authority (SRTA); Johnny Crist, Mayor, City of Lilburn; Jenny Simpkins, City Manager, City of Lilburn and Tad Leithead, Executive Director, Lilburn Community Improvement District (LCID).

“This roundabout is more than just a traffic improvement. It’s a reflection of what happens when local leaders, community partners and residents work together,” said Gwinnett Chairwoman Nicole Love Hendrickson. “Projects like this strengthen safety, enhance connectivity and support the quality of life that makes Gwinnett a great place to live, work and raise a family.”

The project was funded through a $1 million Georgia Transportation Infrastructure Bank (GTIB) grant, $2.2 million from the City, $300,000 from LCID, additional contributions from the Gwinnett County Transportation Department and a GDOT Local Maintenance Improvement Grant (LMIG). With its completion, this infrastructure upgrade will improve safety and traffic flow for the 2025–2026 school year and beyond.

“Projects like the Bryson Park/Hood Road Realignment embody the mission of the Georgia Transportation Infrastructure Bank,” said David Cassell. “Our goal is to accelerate project delivery and bring impactful projects to completion. By partnering with the Lilburn CID, City of Lilburn and Gwinnett County to fund this project, that’s exactly what we’ve done together. We’re proud of this partnership and to have supported a project that will deliver lasting benefits to Lilburn and the surrounding area.”

The concept for the realignment had been in the city’s plans for years but lacked sufficient funding to move forward, until the CID stepped in and pursued and secured a GTIB grant.

“The completion of the Hood Road Realignment is a testament to public-private partnerships and collaboration,” said Mayor Johnny Crist. “This project had been on the city’s wish list for years, and thanks to partners at the county, state and CID, what was once only a concept is now a lasting improvement for our community – enhancing safety and visibility for motorists and pedestrians while making the roadway easier to navigate for larger vehicles, including school buses serving Lilburn Elementary and Middle schools.”

According to Tad Leithead, executive director of the LCID, “The Bryson Park/Hood Road Realignment and roundabout is a great example of collaboration between public agencies and community partners. By combining resources and expertise, these partnerships bring projects to life, improving safety, transit and overall navigability for Lilburn residents and visitors.
