Jim Vaught
LCID Chairman
James W. Vaught, Jr. (Jim) has lived at a Lilburn address for 34 of his 50 years in Georgia. He is married to Dagmar A. Vaught and has a son, daughter-in-law, and four grandchildren living in Syracuse, NY.
Jim received a BS and MA from Tennessee Tech University as well as a Doctorate from Columbia International University. He has 50 years in education which include: teaching in DeKalb County Public Schools; serving as teacher, principal and headmaster at DeKalb Christian Academy; and helping found Providence Christian Academy where he served as head of school for 25 years and was named Headmaster Emeritus in 2016.
Presently, Jim stays busy by helping with specific projects at Providence and working with several organizations including Iron Forums, Jesus Spoken Here ministries and of course the Lilburn CID. His hobbies involve home projects, travel and attempting to exercise on a regular basis.
In 2000, Jim retired as a Lieutenant Colonel, after serving 24 years in the Georgia Army National Guard during which he served in Desert Storm.

Ed O’Connor
LCID Vice Chairman
Ed O’Connor is a Senior Director with Lavista Associates, Inc. and has been active in Atlanta commercial real estate brokerage since 1996. He has extensive experience working with developers and owners of mixed-use, grocery-anchored centers and suburban office projects throughout metro Atlanta.
As an active member of the Atlanta Commercial Board of Realtors, Ed has earned the Silver Phoenix Award for having qualified for membership in the ACBR Million Dollar Club for 25 years. He has won multiple Top 10 Million Dollar Club accolades and has been recognized as a Top Producer by the National Association of Industrial and Office Properties’ (NAIOP) Million Dollar Club. Named a CoStar Power Broker many times, Ed is also a member of the Society of Industrial and Office Realtors (SIOR), participates in the International Council of Shopping Centers (ICSC).
Ed has a Bachelor of Science Degree in Finance from Illinois State University.

Anand Mehta
LCID Secretary/Treasurer
Anand Mehta is vice president of BAPS Charities’ board and has been a part of its public relations team for BAPS Shri Swaminarayan Mandir for more than 20 years. Anand was previously a non-voting board member and the board secretary for Lilburn CID for nearly two years before recently becoming an official board member and Gwinnett County representative. His vision for LCID is to attract more businesses, single-family dwellings and new construction to the district, while providing a safer, better community overall.
Anand is a retired CFO of the Boys and Girls Club of America, National Organization, and also was a Partner at Dykhouse & Mehta LLC, a Not-For -Profit Consulting firm. He also served on the board of the University of Central Missouri Foundation and was chair of its audit committee for six years.
He has lived in Lilburn for 10 years with his wife, raised two children and enjoys traveling, Indian classical music and spending time with his three grandchildren.

Tad Leithead
Executive Director
Tad came to Lilburn CID and assumed the duties of executive director in July 2019. Tad has prolific Community Improvement District experience from being Chairman and then executive director of Cumberland CID, a board member of the Perimeter and North Fulton CIDs as well as being the co-chairman of the CID Alliance of Atlanta CIDs. Tad also served as a board member and chairman of the Atlanta Regional Commission.
His involvement with CIDs stems from his extensive background with commercial real estate and governmental relations where his consulting firm was responsible for acting as liaison between real estate developers and elected officials in regards to entitlement, permitting and procurement of public sector contracts.
With this position, Tad intends to use his past experience and relationships to assist Lilburn to become a modern, urban city.

John Souter
LCID Board Member
John Souter lives in Lilburn and graduated from South Gwinnett High School and West Georgia College. In 1992, at the age of 23, John started Comet National Shipping Corp and is the CEO. Comet was named as Entrepreneur Magazine’s 26th “Fastest Growing Small Business in America” in 1995.
John has been a member of the Gwinnett County Rotary Club since 1999. He is a commercial property owner in and around Lilburn and is currently active in real estate investments.

Shiv Aggarwal
LCID Board Member
Shiv Aggarwal has been actively serving his community for the last 37 years. In addition to founding his own real estate business, Shiv founded Global Mall, the first and only indoor South Asian mall in North America. Designed to bring the metro Atlanta South Asian community together, Global Mall serves as a community center with temples, dance and music academies, learning centers, yoga studios, banquet halls, more than 100 unique retailers, a food court and more.
Shiv is passionate about his community and supports numerous cultural and nonprofit organizations. His service includes Atlanta Chapter president of the Ekal Vidyalaya Foundation (One teacher One room schools all over India’s Rural community), membership with the Vishwa Hindu Parishad of America and an Atlanta founder of the Bal Vihar Hindi School.
In addition to his efforts as a board member of Lilburn CID, Shiv serves as chairman and founding member of Gateway 85 Community Improvement District. Served as Board member Gwinnett Chamber of commerce. President Rotary Club of North Druid Hills.

David Freeman
LCID Board Member
David Freeman has more than 49 years of experience in real estate, specializing in multifamily, commercial and investment properties in Gwinnett County. David is also an active member of the Board of Realtors, the Gwinnett Chamber of Commerce and the ROTARY Club of Lawrenceville — having served as a past ROTARY president and Future Visions Chair for the Rotary District 6910. To further his expertise in commercial real estate investment, David is currently pursuing a CCIM designation.

Arturo Adonay
LCID Board Member
Arturo Adonay is a seasoned entrepreneur whose journey began in his native Mexico, where he demonstrated business instincts from an early age—selling gold, beauty products, and later launching restaurants, a marketing and advertising agency, and a real estate firm.
Since relocating to the United States 27 years ago, Arturo has become a prominent business leader in the Southeastern U.S. He has played a key role in developing Hispanic-focused retail destinations, including Plaza Fiesta and Plaza Las Americas in metro Atlanta.
Under his management, Plaza Las Americas has consistently maintained a 95% occupancy rate and was named Best Place in Gwinnett in 2023. Today, Arturo oversees more than 500,000 square feet of commercial space across retail and office properties.
He is now expanding his company’s footprint into property management, investment, and redevelopment—collaborating with a growing network of investors to reposition and add value to shopping centers in diverse, multicultural communities across Georgia, North Carolina, South Carolina and Tennessee. His mission remains focused on revitalizing underutilized spaces and empowering local entrepreneurs through thoughtful, community-driven development.

Cole Porter
LCID Board Member
Cole Porter is the President and Owner of Porter Steel, Inc. with facilities in Lilburn and Athens, GA, a structural steel and miscellaneous metals subcontractor that works on construction projects across the Southeast. Being born and raised in Georgia and a graduate of the University of Georgia, Cole is proud to work in and be involved in the communities where he grew up. Porter Steel is a mission-focused, values-centered company that aims to grow to reach its fullest potential in the construction industry, and it has grown exponentially under his leadership by intrinsically attaching company culture to achieving the mission “to change lives and lead by example” and living by the core values of Ownership, Integrity, Partnership and Fail Forward.
In addition to his work responsibilities, Cole is very involved in both industry associations as well as civic service organizations. Cole serves on the Executive Board for the Gwinnett Chamber of Commerce and the Board of Directors for the Associated Builders and Contractors of Georgia; he is involved on the Public Policy Committees of both organizations. Civically, Cole is a Past President of the Rotary Club of Duluth and serves on the Boards of the Gwinnett Medical Foundation, Gwinnett Tech Foundation, Rainbow Village, Georgia Wellness and the 1818 Club. He also founded and oversees the Porter Family Foundation through the Community Foundation of Northeast Georgia that aims to assist non-profits and causes in the community that align with company values. Cole lives in Monroe with his wife, Kaitlyn, and their three children, Amos (10), Hannah (8) and Abram (5).
In his spare time, Cole enjoys traveling, weightlifting, art, politics and listening to books and podcasts.
