The Lilburn Community Improvement District
The Lilburn Community Improvement District will serve as the active catalyst to improve ALL local perceptions of attitude and appearance, as well as business opportunity in the Hwy 29 corridor and surrounding areas.

Strategy
Creating and defining a clear sense of place and purpose, will result in a strong sense of identity. This will increase loyalty and community enthusiasm. Commercial and economic gains are a direct result of this sense of community.
 
Primary Goal/Project- Boulevard of Opportunity
The over-arching goal of the CID is to create a Hwy 29 Blvd of Opportunity.
This corridor will extend along the current Hwy 29 route from Ronald Reagan to Harmony Grove Road.

This project will include:

  • Underground utilities
  • Inter-parcel connections
  • New and connected secondary access roads
  • Streetscape (tree lined and trees in median)
  • Median with adequate turn lanes
  • Mast arm lights at interchanges
  • Identifying Signage

Lilburn CID Stages to Development: 
  1. Formation. This is a one-year process to establish projected district and concepts for CID, and to gain signatures on Consent Forms for 51% of commercial property owners.
  2. Ratification of CID by local governments.
  3. Election of CID board by commercial property owners. Establishment of Assessed millage rate.
  4. Collection of assessed funds. Begin steps on identified projects.
CIDs- A Gwinnett Concept
          Become Successful Reality



At the urging of the Gwinnett Chamber of Commerce, CID legislation was agreed upon by the Gwinnett County Commission and passed by the Gwinnett Legislative Delegation. Commercial property owners that elect to establish a CID in Gwinnett County for their community may use the funds for:
  • Street/road construction/maintenance (curbs, sidewalks, street lights, devices to control traffic flow)
  • Parks/recreational areas/facilities
  • Storm water, sewage collection, disposal systems
  • Water development, storage, treatment, purification, distribution
  • Public transportation (reduce traffic, conveyances, air quality improvement, bicycle/pedestrian facilities, operate traffic management association)
  • Terminal/dock/parking facilities

There are thirteen active CIDs in Georgia, throughout the metro counties.  Commercial property owners have created partnerships to accelerate and initiate transportation, safety, and infrastructure alternatives.

Atlanta's first CID was the Cumberland district, formed in 1987. Today, most successful activity centers in the Atlanta region have organized a CID.  Every CID in metro Atlanta that has formed remains in existence and keeps its area competitive and ahead of other commercial centers. The largest corporate office market in the southeast near Perimeter Mall continues to reap the benefits of its Perimeter Center CIDs.

PROPOSAL FOR THE LILBURN COMMUNITY IMPROVEMENT DISTRICT 

Lilburn is ready for a community improvement district (CID). Over the past few years, many community leaders have been working to make improvements and planning for a better Lilburn. After much discussion and seeking options, they have formed the Lilburn Community Partnership, a non-profit organization with the mission to bring positive improvements to the Lilburn area.
 
After reviewing a number of tools for financing local economic development, the Lilburn Community Partnership is recommending a CID and proposes that the funding it generates be used for improvements in three areas:

1. Inter-parcel access along Hwy 29 between Pleasant Hill Road and Jimmy Carter Blvd.
2. New access roads parallel to Hwy 29 to relieve congestion.
3. Street-scape and landscape throughout proposed district.
 
The Lilburn Community Improvement District millage rate is set at 5 mils. The CID contains $123 million in commercial value. In the first year, this millage rate will yield approximately $250,000 from the existing commercial property members.
 
This budget would be allocated for traffic improvements, transit alternatives and street-scape enhancements. Funds collected via the CID would be used to leverage other funds to pay for these essentials. Other important additions to the streets of Lilburn would include sidewalks, pedestrian lighting, parks and plazas and buried power lines.
